As suggested on debian-python, I was able to get Python 3 packages that appear to work correctly by cribbing from pandas, and here's a PR. This should be taken only as a starting point, I wouldn't be at all surprised if there were subtle problems -- in and around the use of cython, for instance, or in the changes to the dependencies.
