bundle exec rake always fails: RuboCop::RakeTask walks into docs/ and cannot load docs_kit/rubocop #30

CLAUDE.md and .claude/rules/git-workflow.md name bundle exec rake as the pre-commit gate. It always exits 1: RuboCop::RakeTask in the Rakefile passes no paths, so RuboCop descends into docs/, picks up docs/.rubocop.yml, and fails with cannot load such file -- docs_kit/rubocop, a gem that exists only in the docs bundle. CI's invocation, bundle exec rubocop lib spec, is clean (90 files, no offenses).

Fix shape: give the rake task the same scope as CI (task.patterns = %w[lib spec]) or exclude docs/** in the root .rubocop.yml, and update the two docs that name the command.
