Adds an
akp-crd-managerFeature(featureSetopscenter-core) and its version underhelm.releasesinopscenter-features.readinessChecks.workloads: the chart is a hook Job only. ui-server's Feature controller then derives Ready from the HelmReleaseReadycondition, matched by labelsapp.kubernetes.io/component=akp-crd-manager+app.kubernetes.io/part-of=opscenter-core.aceshifter, like the other opscenter-core Features.requiredFeatures/ other Features'requirements, so existing clusters without the HelmRelease don't flip to not-ready.This lets b3 report status for, and clean up on removal, the
akp-crd-managerHelmRelease it now creates during non-spoke cluster import.Before merge
