EIP-7778 block gas accounting module
Storage-clear refunds still reduce what the sender pays. On Glamsterdam they do not reduce gas counted toward the block. A clear with no new state shows paid
gasUsedbelowtxRegularGasonrun_transaction. A lab block keepsheader.gasUsedat the pre-refund count. Fusaka keeps one number.
