Add a repeatable OSMO scaling benchmark.

Detailed description

• Record the Run configuration, process lifecycle, and component timings needed to validate benchmark results.
• Add an eight-Run camera-free experiment and collect every Run's diagnostic output.
• Bound concurrency and start local-policy Runs in barrier-backed waves for comparable K=1, 2, 4, and 8 measurements.
• Document the tested image, submission commands, output download, and scaling calculations.
